What Is the IO Consortium?

The Internet Offline (IO) Consortium brings together companies, NGOs, research institutions, and public sector organizations around a shared goal: to develop standards, tools, and practices that enable Internet content and services to reach areas with limited or no connectivity. Its key missions include:

Promoting offline-first technologies and minimal-connectivity approaches 

Standardizing protocols and formats for an Internet accessible without constant connection 

Pooling research and development efforts 

Raising awareness among policymakers about the importance of an Internet beyond bandwidth

The consortium also published the landmark white paper, The Power of Offline Internet, which lays the technical, social, and policy foundations for this emerging paradigm.

Why Is DataCup Getting Involved?

Since our inception, DataCup has been building practical solutions to make digital information available anywhere— regardless of network quality.
